Sustainable Cities Need More Than Parks, Cafes and a Riverwalk

    There are many standards that aim to rank how green cities are. But what does it actually mean for a city to be green or sustainable?

    We've written about what we call the "parks, cafes and a riverwalk" model of sustainability, which focuses on providing new green spaces, mainly for high-income people. This vision of shiny residential towers and waterfront parks has become a widely-shared conception of what green cities should look like.

    Gentrification(住宅高档化) has become a catch-all term used to describe neighborhood change, and is often misunderstood as the only path to neighborhood improvement. In fact, its defining feature is displacement. Typically, people who move into these changing neighborhoods are wealthier and more educated than residents who are displaced.

    A recent flood of new research has focused on the displacement effects of environmental cleanup and green space initiatives.

    Land for new development and resources to fund extensive cleanup of poisonous sites are scarce in many cities. And in neighborhoods where gentrification has already begun, a new park or farmers market can worsen the problem by making the area even more attractive to potential high-income people and pricing out long-term residents. In some cases, developers even create temporary community gardens or farmers markets or promise more green space than they eventually deliver, in order to market a neighborhood to buyers looking for green pleasantness.

    It makes deindustrialization seem both inevitable and desirable, often by quite literally replacing industry with more natural-looking landscapes. When these neighborhoods are finally cleaned up, after years of activism by longtime residents, those advocates often are unable to stay and enjoy the benefits of their efforts.

    Why Is Recycling Important?

    When you throw things away, you might be very glad to do it. Unfortunately, that's not the end of the story. The things we throw away have to go somewhere-usually they go off to be buried underground in a landfill (垃圾填埋) or burnt in an incinerator (焚化炉). Landfills can be terribly polluting. They look awful, they smell terrible, they take up space that could be used for better things, and they sometimes create harmful soil and water pollution that can kill fish in our rivers and seas.

    One of the worst things about landfills is that they're wasting a huge amount of useful material. It takes a lot of energy and a lot of resources to make things, and when we throw those things in a landfill, at the end of their lives, we're also saying goodbye to all the energy and resources instead of burying it in landfills. That certainly has advantages: it reduces the amount of waste that has to be buried and we can get useful energy from it. But it can also produce harmful air pollution, and burning almost anything adds to the problem of global warming and climate change.

    The trouble is, we're all in the habit of throwing things away. In the early part of 20th century, people used materials much more wisely-especially in World War Ⅱ, but in recent decades we've become a throwaway society. We tend to buy new things instead of getting old ones repaired. A lot of men use single-use razors (剃须刀), for example, instead of buying reusable ones, while a lot of women wear single-use stockings. Partly this is to do with the great convenience of throwaway items. It's also because they're cheap. But wasteful period in our history is coming to an end.

    We're finally starting to realize that our lifestyle is creating problems for future generations. Earth is soon going to be running on empty if we carry on as we are. Americans have a much richer life than almost anyone else on Earth. What happens when people in developing countries such as India and China decide they want to live the same way as us? According to the environmentalists, we'd need two Earths to satisfy all their needs.

    How do you prove you really are who you say you are? Maybe you have many ways to prove your identity: a birth certificate, a driver's license, a Social Security card, or a passport.

    But imagine that you are one of the one billion people in the world­most of them among the poorest­who have no official identification. No birth certificates. No official ID documents. Nothing. Without a way to prove who you are, you would face huge problems: going to school, seeing a doctor, getting a bank account...

    For the last decade, NandanNilekani has been working to make the world's invisible people visible by giving them access to official identification. One of India's leading technology experts, Nandan joined the government to lead the launch of India's national biometric ID system, which uses fingerprints and other biological characteristics to check the identities of the country's more than 1.3 billion residents. This ID system, known as Aadhaar (Hindi for "foundation"), is the world's largest biometric identification system and has become a valuable government platform for delivering social welfare programs and other government services.

    Now, Aadhaar has enrolled nearly all residents of India. With a trustworthy system to check identities of beneficiaries for everything from pensions to food moneies, the government has been able to save billions of dollars because of reduced cheating and dishonesty.

    Of course, India's ID system has not been without controversy. There were many privacy concerns, including criticism that the Aadhaar system was a mass monitoring tool and that personal data would be misused. Last year, a landmark decision by the Supreme Court of India found that the program did not violate the privacy rights of the country's residents. But in order to prevent misuse of personal data, the court placed tight limits on how the ID system could be used and shared.

    According to the latest data by the World Bank, there are one billion people in the world without an official proof of identity, including 45 percent of the population in sub­Saharan Africa and 17 percent of South Asia's population.

    Thanks to the work Nandan is doing, the world is moving closer to the day when everyone will have access to an official ID. The sooner we can achieve this goal, the sooner the world's poorest residents will not only be able to prove who they are, but also realize their dreams for better lives.
