    The term “herd behavior” comes from the behavior of animals in herds, particularly when they are in danger situation. All of the animals unite in a group and, in panic mode, move together as a unit.

    The term also applies to human behaviour, and it usually describes large numbers of people acting the same way at the same time. When herd behaviour sets in, an individual person's judgement and opinion-forming process shut down as he or she automatically follows the group's behavior. For example, suppose that a family is walking down the street looking for a restaurant to have dinner. If they pass a restaurant that is empty and one that is relatively crowded with customers, they are far more likely to choose the crowded one.

    The National Outline (纲要) for Educational Reform and Development is bringing change to China's annual College Entrance Examination.

    Currently, a student's score on the College Entrance Examination is the only factor determining his or her future. Universities set minimum scores in screening (筛选) prospective students, and only those whose scores are higher than the minimum are admitted. The outline suggests that universities choose students based on not only the results of the entrance exam, but also other criteria. For example, if a student's score is lower than his peers', but he shows great potential in the subject he's applying for, then the college might consider admitting him despite the lower general score.

    The outline also proposes that some subjects, as a pilot project (试点项目), carry out multiple exams each year. This means that if a student fails an exam, he may have other chances at the exam in the coming semester. And to improve the system for higher education, China will gradually classify exams according to different kinds of education. The outline states that entrance exams for colleges and universities should be organized by the Ministry of Education, while exams for vocational schools (职业学校) should be organized by provincial educational departments.

    A Chinese boy is reported to have spent about 2 million yuan in studying in New Zealand but failed to get any diploma. He even could not take care of himself and his grandmother had to feed him.

    The man in the case is a so-called adult baby, because his deeds make him almost the same as a baby. He cannot take care of himself. He is unable to go to school, let alone finish studies. He even relies on his grandmother to feed him.

    However, he burns money faster than any normal student. He spent about 2 million yuan in two years overseas, but could not finish even the preparatory courses. We do not mean to judge his choice,but someone who lacks the basic ability to survive has little chance of success in any modern society.

    In a later interview, the mother of the boy was in tears and said she regretted not having taught her son well. She also told the story about how she “educated” her son: meeting all his demands, even the unreasonable ones. When he did not perform well in school, she simply spent money in sending him overseas; she would buy whatever he wanted. That was bad for her and bad for him.
