    A chilly (寒冷的) and frosty start for many this morning, followed by a day of sunshine and local showers. The showers will be slow moving and heavy at times, particularly in the east with a risk of thunder.

Tonight:

    Showers will ease this evening and clear spells (一段时间) will develop, causing a widespread frost. However, rain will push into the northwest during the early hours, turning heavy at times.

Friday:

    Rain, locally heavy, will continue southwestwards through the day with strong winds. Elsewhere, it will be bright with some sunshine.

UK outlook for Saturday to Monday:

    Rain across central parts on Saturday will ease and move northwards. Largely dry elsewhere with some misty sunshine. A mixture of sunshine and showers on Sunday and Monday, turning warmer.

UK outlook for Tuesday 5 Apr. to Wednesday 13 Apr.:

    A generally unsettled picture is likely next week, with showers or longer spells of rain affecting the majority of the UK, but with some drier and sunnier interludes (间歇). Temperatures will probably be around normal for most, but central and southeastern areas may see some warmer air moving up from the continent at times. The week after next will probably continue to be changeable with showers or longer spells of rain crossing the UK, but with some brighter and drier interludes in between. Temperatures may become rather low across the north and northwest later next week.

    It is likely to be changeable with a mixture of sunny spells and showers. However, some longer drier spells are also likely, particularly in northwestern areas. Overall temperatures will remain around normal for the time of year but with some warmer spells developing at times.

    1990 was an important year in world events. In February, Nelson Mandela was set free after 27 years in prison. In October, East and West Germany became one country again. Then at the end of 1990, the World Wide Web was born. For this final event we have one man to thank. Tim Berners-Lee, the father of the Web.

    Berners-Lee was born on June 8, 1955 in London, England. His parents, both computer designers, encouraged him to think and work creatively as he grew up. He was an excellent student and naturally took an interest in computers and science.

    After graduating from Oxford University, Tim went to work at a science research centre in Switzerland. There he developed some of the different systems（系统）that would later become the Web. The first was HTML, the computer language used to make web pages. The second was an address system that let computers anywhere find each other and send and receive information. In 1990 he put them together to make the first Internet browser（浏览器）.

    Tim knew that the more people used the Web, the more useful it would be. He wasn't interested in money but knowledge, so he gave out his invention for free to anyone who was interested. Many were interested an the growth of the Internet began.

    Today Tim works as a professor at the MIT in America, studying new ways to use the Web. He has received many awards from governments and organizations for his efforts. He is still not very interested in money. That is why he is so liked by his students and workmates. It may also be one of the reasons that few people outside the world of technology know his name.

    A sense of humor is something highly valued. A person who has a great sense of humor is often considered to be happy and socially confident. However, humor is a double-edged sword. Sometimes it can damage self-respect and annoy others.

    People who use bonding humor tell jokes and generally lighten the mood. They're thought to be good at reducing the tension in uncomfortable situations. They often make fun of their common experiences, and sometimes they may even laugh off their own misfortunes. The basic message they deliver is: We're all alike, we find the same things funny, and we're all in this together.

    Put-down humor, on the other hand, is an aggressive type of humor used to criticize others through teasing. When it's aimed against politicians, as it often is, it's extremely funny and mostly harmless. But in the real world, it may have a harmful effect. An example of such humor is telling friends an embarrassing story about another friend. When challenged about their teasing, the put-down jokers might claim that they are "just kidding," thus allowing themselves to avoid responsibility. This type of humor, though considered by some people to be socially acceptable, may hurt the feelings of the one being teased and thus have a bad effect on personal relationships.

    Finally, in hate-me humor, the joker is the target of the joke for the amusement of others. This type of humor was used by comedians John Belushi and Chris Farley—both of whom suffered for their success in show business. A small amount of such humor is charming, but routinely offering oneself up to be embarrassed destroys one's self-esteem, and fosters depression and anxiety.

    So it seems that being funny isn't necessarily an indicator of good social skills and well-being. In certain cases, it may actually have a negative effect on interpersonal relationships.

    Edouard Manet

    He was one of the first artists to paint modern life. He began to paint in his own style, but still used some of Couture's techniques like thick lines and dark colors. He was greatly influenced by Claude Monet and Berthe Morisot, which can be seen in his use of light shades. Most of his paintings had scenes of daily life on the streets of Paris. His works include Olympia and The Absinthe Drinker.

    Camille Pissarro

    In his early years, Pissarro painted scenes of a river or a path from memory. After meeting Claude Monet and Paul Cezanne, who painted in a more realistic style, he changed his course to Impressionism. During his career, he experimented with various styles, and finally formed his own one. His works include Old Market at Rouen and Sunset at St. Charles.

    Vincent van Gogh

    He had a huge influence on art in the 20th century. His early works were most painted in somber tones. However, influenced by Monet, Pissarro, and Bernard, he adopted brighter colors in his works, and started creating his own techniques. Although he had produced more than 2,000 works of art, the artist sold only one painting during his lifetime — Red Vineyard at Arles. His works include The Potato Eaters, Starry Night and Bedroom in Arles.

    Claude Monet

    He was the founder of the Impressionist movement and completely changed the French painting in the 19th century. Although he first started by selling charcoal caricatures（木炭讽刺画）in Paris, he soon started painting with oil after meeting Eugene Boudin, who taught him to use oil paints and also encouraged him to paint outdoors. And then he painted with his own style. His works include Impression, Sunrise and The Water Liles.

    We've all had cases where we've waited just a bit too long to pay an electric bill or speeding ticket. But one man, from California by reasonable assumption, who goes by “Dave”, recently took procrastination (拖延) one step further, by paying a parking ticket almost a half-century after it was given.

    In December 2018, the Minersville Police Department in Pennsylvania received a letter in the mail. Whoever wrote the letter decided it was best to keep his name somewhat unknown, so he put the return address as “Wayward Road, Anytown California” under the name “Feeling guilty”.

    When the officers opened the envelope, they found a brief letter, along with a $5 bill, and a parking ticket dating all the way back to 1974.The note read, “Dear PD, I've been carrying this ticket around for 40 plus years always intending to pay. Forgive me if I don't give you my info. With respect, Dave.”

    Even though the initial parking ticket was only for $2, “Dave” must have felt awfully guilty because he left 150 percent, or $3, in interest.

    Michael Combs, the Police Chief of the Minersville Police Department, stated in an interview that the same ticket would cost about $20 if it was given today. Combs went on to share that the original ticket from 1974 was given to a vehicle that had an Ohio license plate.

    Because there was no system for tracking tickets given to out-of-state cars back then, “Dave” could have gotten away with never paying the $2 fine. But apparently, guilt got the best of him, and he decided to finally cough up the money more than 40 years past its due date.
