At a meeting of the State Council, China's Cabinet, on Tuesday, Premier Li Keqiang said it is important to keep the social insurance premium(保险费) policy stable(稳定), which to a large extent has eased people's worries at a time when a new regulation on premium collection has aroused public concern.
The general offices of the Communist Party of China Central Committee and the State Council recently issued a reform plan for tax collection, which includes pension, medical, unemployment, occupational injury and maternity insurance will be uniformly collected by the taxation authorities from Jan 1, 2019.
In fact, the taxation authorities have been collecting social insurance premiums for more than one decade. Social insurance premiums in 19 provinces and regions are collected by the local taxation authorities.
In particular, companies have expressed concern over the uniform collection of social insurance premium by taxation authorities mainly for three reasons.
First, the new regulation indicates the reform of the collecting system as a result of institutional reform of the State Council. The companies are worried especially because they believe compulsory collection of social insurance premium will increase their expenditure on social insurance.
Second, since the taxation authorities are fully in charge of social insurance premium collection, the companies fear that the establishment of a new collection system will prevent enterprises escaping paying the social insurance premium.
Third, the media have reported that lately the local authorities in provinces such as Jiangsu, Heilongjiang and Hubei have been ordering enterprises to pay the arrears ( 欠 款 ) in social insurance premium they should have paid in the past years.
These factors have increased the companies' concern over the new premium-collection regulation. Some people assume the reform will increase the companies' cost, and some companies have even begun to lay off employees fearing that “winter is coming”.
Thanks to the current premium-collection system, the companies have managed to not pay a huge amount of social insurance premium. Take urban workers' basic pension insurance for example. It is estimated that the companies have paid only about two-thirds of the total amount of social insurance premium. Calculating on the basis of the data for 2017, this year the actual social insurance premium collection is 3.34 trillion yuan ($487.71 billion), while the total amount should be 5.08 trillion yuan. The due amount is more than one-third of the total that should have been paid.

Self help for treating stress
Exercise has been proven to have a beneficial effect on a person's mental and physical state.For many people exercise is an extremely useful stress buster.
Alcohol and drugs will not help you manage your stress better.Either stop consuming them completely,or cut down.
If you consumption of coffee and other drinks which contain caffeine is high,cut down.
Eat plenty of fruit and vegetable.Make sure you have a healthy and balanced diet.
Talk to your family,friends,work colleagues and your boss.Express your thoughts and worries.
Stress management techniques
Stress management can help you t keep away from the source of stress,change the way you view a stressful event,and lower the impact that stress might have on your body.Stress management therapy will have the objective of pursuing one or more of these approaches.
Medicines
Doctors will not usually prescribe medications for coping with stress,unless the patient has an underlying illness,such as depression or some type of anxiety.If that is the case,the doctor is actually treating a mental illness.In such cases,an antidepressant may be prescribed.Bear in mind that there is a risk that all the medication will do is mask the stress,rather than help you deal and cope with it.

“The gaokao,China's national college entrance exam,is winning more recognition as a way for universities overseas to evaluate Chinese students,”recruiting officers said.
Stanley Nel,vice-president of international relations at the University of San Francisco in the United States,who is responsible for the university's admissions from China,said he had had several inquiries from US universities about how to recruit Chinese students on the basis of their gaokao scores.
The Test of English as a Foreign Language (TOEFL) and the Scholastic Aptitude Test (SAT) have long been two musts for students from other counties,including China,to apply to study in the US.
USF,a private university in California,started a pilot program to accept Chinese students based on their gaokao scores in 2015.The idea came from USF President Paul Fitzgerald's belief that standardized tests like the SAT are not very good predictors of how well students will do at the university."We are aware of the many criticisms that have been made of the gaokao,but it has the advantage of being what educational experts call a 'criterion-referenced' exam: It tests whether students are able to master a given body of knowledge,"he said.
Currently,at least four higher education institutions in the US are recruiting Chinese students based on their gaokao performances.The Illinois Institute of Technology,a private institution in Chicago,started the practice first,in 2009.Outside the US,countries including Spain,Italy,Singapore,France and Australia also recognize gaokao scores.
More than 200 students from China requested an interview with USF last year.74 of them were selected for a follow-up interview,44 received offers and 20 accepted the invitation and joined USF for the 2015 fall semester. Students admitted in this way have done "exceptionally well" in the past academic year,Nel added."The average GPA for all gaokao students is about 3.5 out of 4.For all other students—American and non-gaokao international students—American and non-gaokao international students—the average GPA is 3.2,"he said.
Zhu Zihao gained admission in computer sciences at USF in 2015 through the program and performed well in his first academic year.He said that students who had experienced China's gaokao usually had comprehensive basic knowledge,which helps them excel in studies.
Nel said,"students admitted through China's gaokao are not only smart but extremely conscientious(认真的)and hardworking."
"This year we hope to recruit about 50 students in this way,and even more in years to come,"he said.
