Here comes a story that many years ago a man arrived at a village in India to catch monkeys so he could sell them to zoos. The monkeys, however, were very clever and every sort of trap he set failed. A young boy watched the man's pathetic efforts and laughed.

    The man said, “If you can catch me a monkey, I'll give you $ 2.” That was a huge amount of money then.

    The boy went to his home and took a clay pot with a narrow neck. He placed a few nuts around the pot and put lots of nuts inside. He then tied the pot to a tree and told the man, “We should have a rest in a few hours. Let's wait in the village. The monkey will call us when he is ready.”

    Certainly enough, a band of monkeys soon discovered the nuts and the pot. One slipped his hand in the pot and grabbed a handful of nuts, but he couldn't pull his hand out of the narrow opening of the pot because his fist(拳头) was clenched. The monkey feared and started making loud noises. Some of the other monkeys tried unsuccessfully to pull the pot off his hand.

    The boy and the man heard the noises and the boy got a big strong bag. As they approached the monkeys they all ran away except the one with its hand in the pot. The boy grabbed the monkey and the pot. The man was amazed and asked the boy the secret of his monkey trap, “Why was it so easy for the monkey to get his hand in but so hard to get it out?”

    The boy laughed and said, “The monkey could have easily got his hand back out and escaped, but he would have had to let go of the nuts in the pot and he just wasn't willing to let go. They never are.”

    Last Friday, after doing all the family shopping in town I wanted a rest before catching the train, so I bought a newspaper and some chocolate and went into the station coffee shop. It was a cheap self-service place with long table to keep a place and went to get a cup of coffee.

    When I came back with the coffee, there was someone in the next seat. It was one of those wild-looking boys, with dark glasses and old clothes, and his hair was colored bright red at the front. What did surprise me was that he'd started to eat my chocolate.

    I was rather uneasy about him, but I didn't want to make more trouble. I just looked down at the front page of the newspaper, tasted my coffee and took a bit of chocolate. The boy looked at me closely. Then he took a second piece of chocolate. I could hardly believe it. Still I didn't say anything to him. When he took a third piece, I felt angrier. I thought, well, I shall have the last piece. “And I got it.”

    The boy gave me a strange look, and then stood up. As he left he shouted out, “There is something wrong with the woman,” Everybody looked at me, but it was worse then I finished my coffee and got ready to leave. My face turned red when I knew I'd made a mistake. I wasn't my chocolate that I had eaten. There was mine, just under my newspaper.

    In many American schools the holiday celebrating Dr. Martin Luther King Jr.'s birthday is used as an opportunity to teach children about his life and legacy. But in too many of those same schools, Black children's extraordinary talents are still being wasted today. Nearly three-quarters of Black fourth and eighth grade public school students cannot read or compute at grade level. Black students made up only 18 percent of students in public schools in 2009-2010 but were 40 percent of students who received one or more out-of-school suspensions (暂被停学). A Black public school student is suspended every four seconds. Black students are more than twice as likely to drop out of school as White students. Each school day 763 Black high school students drop out.

    So I applaud the U.S. Departments of Education and Justice for their recent action to address harmful school discipline policies that push so many thousands of black children out of school each year and into the juvenile (青少年) justice and adult prison pipeline. If the education system is to do its part in replacing it with a cradle to college, career and success pipeline, we must end the current practice where children in the greatest need are suspended from school mostly for nonviolent offenses.

    These resources, officially known as "guidance," will help schools and districts meet their legal responsibility to protect students from discrimination (歧视) on the basis of race, color or national origin as required under Title VI of the Civil Rights Act of 1964. As we recognize the 50^th anniversary of the Civil Rights Act of 1964 and so many other important hard-won victories in the Civil Rights Movement this year, we must remember those victories could be lost without meaningful enforcement of the laws advocates fought so hard to win half a century ago.

    While the guidance does not prohibit (禁止) schools or districts from using any particular nondiscriminatory policy, it does call into question some policies that have historically excluded Black students and are of questionable educational value including "zero tolerance" discipline policies which require mandatory (强制的) consequences for certain infractions (违反), and policies that prevent students from returning to school after completion of a court sentence.

    Information of the new guidance recommendations is available at this government website for almost every school and district in the country. Check your own school district now to see whether the discipline policy is focused on creating a positive school climate and preventing misbehavior, whether consequences are clear, appropriate and consistent, and whether there is a commitment to fairness in the application of discipline.

    Ms. O'grady, the head of Britains Trades Union Congress, issued a challenge on September 10th. "We can win a four-day working week, "she told members. The demand is far from new. Shorter working weeks have been tried in New Zealand and Sweden, wherein happier, healthier and more motivated employees. Those who work shorter weeks are also reported to be more productive. Should weekends, therefore, be lengthened?

    France's experience suggests workers may not leap at the chance of working for fewer hours. The government reduced the full-time workers week to 35 hours in 2000. Last year the French worked 38.9 hours a week on average, seeming happy to labor above the required level and pocket the extra pay or holiday allowance.

    And businesses may not seize the opportunity either. Working less may be linked to higher productivity (on a per-hour basis), but overall output could still fall because of the smaller number of hours worked. That will not get governments or employers excited.

    Advocates of a four-day week could claim that improving people's quality of life is more important than boosting the economy. In an essay published during The Great Depression, John Maynard Keynes wrote of an "age of leisure and abundance" in which technological advances would allow people to work 15-hour week.

    Unfortunately for any readers working hard on a Friday afternoon, Keynes jumped at his conclusion too soon. Even Ms. O'grady, now demanding a longer weekend, is pessimistic in her timescale. A four-day week is apparently achievable “in this century”.
