    China will green light Internet medical services conducted by medical institutions as part of a broader push to promote Internet Plus Healthcare, those at a State Council executive meeting chaired by Premier Li Keqiang decided.

    Medical institutions will be allowed to provide online diagnostic services for some common and chronic diseases in patients' follow-up visits to their doctors. The top levels of hospitals will be encouraged to provide online services, including consultations (会诊), reservations and test result inquiries.

    As China joins the ranks of middle-income countries, the demand for health services has increased accordingly. Internet Plus Healthcare can help reduce the problem of inaccessible and expensive public health services that have long been a big concern for the general public.

    One decision coming out of the meeting says the intelligent review for health insurance will be applied and the one-stop settlement will be advanced. The real-time sharing of prescription and drug retail sales will be explored, as well.

    “We must waste no time in pushing forward the measures once the decisions made.” Li said. “In recent years, top-level hospitals in major cities have seen steady increases in the number of patents. Medical bills have become a heavy burden on families and high-end medical resources sill fall short of meeting the growing demand of the public.”

    To solve the problem, a two-pronged (双管齐下的) approach must be taken. One is to establish medical partnerships to strengthen cooperation between major hospitals and community clinics. The other is to bring forward Internet Plus Healthcare to promote the sharing of quality medical resources.

    The government will see to it that long-distance healthcare services cover all county-level hospitals. So more efforts will be made to ensure that high-speed broadband network will be extended to cover medical institutions in urban and rural areas. Dedicated internet access services will be set up to meet the needs for long-distance healthcare services.

    Even though it's the 18th movie from the Marvel Universe, Black Panther is the first one to feature a black superhero with a primarily black cast(演员阵容).

    The film tells the story of the Black Panther, a superhero who takes his father's place as king of the fictional African country Wakanda. The film came out in Chinese mainland cinemas on March 9, passing the $1 billion (about 6 billion yuan) mark at the global box office and becoming the No. 2 superhero release of all time on March 10.

    However, Black Panther means more than just the money it's making. As the Guardian noted, the film is already being regarded as "a positive force for social change".

    The wild success of Black Panther lies in the fact that it gives voices to minorities who are rarely given room in popular culture. "It carries a weight that neither Thor nor Captain America could lift: serving a black audience that has long gone under-represented," Time noted.

    "It makes me feel proud and confident that we made it on screen in that way," Rasheed Butler, 14, from a black community in California, US, told the Marin Independent Journal.

    The superhero Black Panther is inspiring, but the movie also highlights brilliant black women. For example, Black Panther's teenage sister is a tech genius. She designs gadgets for her brother and develops resources that make the isolated Wakanda wealthy scientifically and technologically advanced.

    "What I love about the way this film represents women is that each and every one of us is an individual, unique," Kenyan-Mexican actress Lupita Nyong'o, who plays a spy in the movie, told the Los Angeles Times. "I think that's a very powerful message to send to children – both male and female."

    Powerful characters aside, the movie has social implications. While the Black Panther tries to keep his country and people away from the outside world, others want to make use of Wakanda's advanced technology to fight injustice. "But neither option is truly tenable," The Verge noted. "It suggests that these destructive cycles may only be broken through guidance, education, and global leadership."

    Instead of hiding away from current issues of race and economic differences, the movie explores what it means to be black in the US, in Africa and in the world. It deals "head-on with the issues affecting modern-day black life", Time concluded.

    For the first time, the World Health Organization has included Traditional Chinese Medicine (TCM) in its globally influential medical compendium(手册), according to an international science journal.

    An article published by Nature on Wednesday said that TCM will be included in the latest version of the International Classification of Diseases (ICD)set to be released next year. Starting from the 1800s, the ICD has been improved and published in a series of editions, reflecting the advances in health and medical science over time. It serves as the foundation for the identification of global health trends, and the international standard for diseases and health conditions.

    The latest ICD is based largely on the work of the International Classification of Traditional Medicine (ICTM) project's experts from around the world. These experts had been working on traditional medicine research and practices for years.

    China has been promoting the modernization of TCM and pushing for TCM to gain acceptance worldwide. Tu Youyou, a Chinese expert focusing on the scientific study of drugs and medicines, was awarded the Nobel Prize in Medicine in 2015 for her research in TCM. Her discovery has saved millions of lives in developing countries in South Asia, Africa and South America. TCM is sure to grow in popularity globally.

    Though the application of traditional Chinese medicine, acupuncture(针灸) and other traditional medical practices has been on the rise, there's still a shortage of global classification and terminology(术语) tools for traditional medicine, according to officials of the WHO.

    "The decision is to promote the safe and effective use of traditional medicine by regulating, researching and combining traditional medicine products, practitioners and practice into health systems, where appropriate," the WHO was quoted as saying by Nature.
